project delays. The system was offline in 2019 amid security concerns and a
hacking risk. With the COVID pandemic, fixing the 119 sirens has yet to top the
priority list. The renewed focus comes following criticism in Hawaii for not
using their emergency sirens to warn people about the impending wildfires in
Maui. Other Bay Area cities have worn out or old siren warning systems, such as
San Leandro, which has been offline for at least a year, and Oakland, which
installed dozens of sirens in the 1990s and still conducts routine testing.
